Georgian and Victorian houses by the river

Richmond and Twickenham have Georgian, Victorian and Edwardian houses in a large number of conservation areas, and a number of listed buildings. Teddington and Hampton have more Victorian and Edwardian streets, with some larger houses on the riverbanks. Feltham and Hounslow have a lot of interwar semis and terraces, and flats around the town centres.

Because so much of the area lies in the Thames valley, flood risk and groundwater affect what can be built underground.

What needs a party wall notice in Richmond

  • Loft conversions and rear extensions in the terraces and semis. See loft conversions and rear and side extensions.
  • Chimney breast and stack work in the older houses. See chimney breast removal.
  • Basements and lower-ground floors, subject to planning and flood-risk rules. See basements and underpinning.
  • Work to listed and historic buildings, where listed building consent runs alongside the Act.
  • Flats and mansion blocks, where the lease and the freeholder come into it as well.

A shared stack, a shared record

In older terraces a chimney stack can serve more than one house. Work on a stack, or on a breast beneath it, affects everyone it serves. Before work starts, a schedule of condition of the neighbouring house records what is there. In a house that is two hundred years old, that is the document you will want if there is a crack later.

Two councils

The London Borough of Richmond upon Thames and the London Borough of Hounslow are the planning authorities. Conservation area, listed building and flood-risk policies come from them and from the Environment Agency. The notices under the Act do not change.

Richmond, Twickenham and Teddington questions

My house is in a flood zone. Can I still have a basement?

That is a planning and flood-risk question for the council and the Environment Agency, not for the Act. The Act deals with how the excavation is done and protects your neighbour. Where a basement is allowed, the surveyors will want to see how groundwater and support to the neighbouring houses are dealt with.

Do you cover Feltham and Hounslow?

Yes. Both are in the area covered by this page, and the Act works the same way there as anywhere else in England and Wales.

My neighbour’s extension goes right up to the boundary. What should I have been sent?

A Section 1 notice if the new wall is on the boundary, and possibly a Section 3 or Section 6 notice depending on the work. If you have received nothing, ask in writing, photograph your property, and call us.
